Who we are
LEVAMUR is a research and consulting firm that delivers rigorous, decision-ready economic intelligence to regional institutions, municipalities, and nonprofits at accessible price and speed. The firm serves organizations systematically overlooked by tier-one consulting firms, proving that analytical excellence and human connection are not luxury offerings but fundamental to impact.
Purpose
The institutions with the least room to be wrong have the least access to being right. LEVAMUR exists to close that gap.

Our vision
Within a decade, no city council, campus, or chamber commits public money on a guess because rigorous analysis was too slow or too expensive to obtain.
Where we stand
We work for decision-makers at regional institutions: state universities, small and mid-sized cities, chambers of commerce, and nonprofits. These institutions face consequential economic decisions with no in-house analytical capacity and no access to tier-one consulting. We deliver decision-ready, REMI-based analysis in hours rather than quarters, at prices they can actually authorize, with support that continues after the report is delivered. Tier-one firms decline this work as too small, too fast, or too unprofitable. We are built for it. This is the practice, not the overflow.

Sea Kay Leung
Co-founder & Chief Technology Officer
Sea Kay Leung is the CTO of LEVAMUR and leads its economic modeling work, using the Proseris economic model — built on the REMI modeling framework — to forecast how policies, investments, and projects affect jobs, income, and economic growth across regions. An economics major at Hamilton College, with minors in anthropology and mathematics — a combination that shapes her approach to modeling: rigorous in method, but always attentive to the human and social dynamics behind the numbers. Her work spans quantitative analysis, forecasting methodology, and cross-organizational collaboration on policy-relevant research.

Emma Vasovic
Co-founder & Chief Operating Officer
Emma Vasovic is the COO of LEVAMUR. An economics major at UMass Amherst with an International Baccalaureate diploma and higher-level coursework in analytical mathematics and business management, she pairs analytical training with a genuinely global outlook — trilingual in Serbian, English, and Mandarin (Seal of Biliteracy), she moves easily across cultures, institutions, and points of view. That range shapes how she runs LEVAMUR's operations: structured, direct, and attentive to the people behind every engagement. Her vision for LEVAMUR is a firm where institutions of every size can access the caliber of analysis that has long been reserved for the largest players.
